Types of car insurance

In our country, almost any insurance company offers three types of car insurance:

  • OSAGO – compulsory motor third party liability insurance;
  • CASCO – voluntary vehicle insurance against the widest range of risks;
  • DSAGO – voluntary third party liability insurance.

In the car must be present policy CTP, but the presence of other policies will help solve a lot of problems before they occur. 
There is also another type of insurance that is required by passenger carriers – compulsory insurance of the carrier’s civil liability for damage to the life, health and property of a passenger, or OSGOPP.


Compulsory motor third party liability insurance (MTPL) has been introduced in Russia since 2003, this type of insurance is regulated by Federal Law No. 40-FZ of April 25, 2002 “On Compulsory Insurance of Civil Liability of Vehicle Owners” with several subsequent amendments. 
The main task that the OSAGO insurance solves is civilized dispute resolution in case of an accident. Thanks to insurance, the person responsible for the accident does not have to pay for the repair of the vehicle and the treatment of the victims – this is what the insurance company does. Thus, the CTP policy insures the driver’s third party liability to other road users.

There are two types of CTP policies:

  • CTP with a restriction of the number of persons (in the policy indicated up to five drivers, admitted to the management of the vehicle);
  • CTP without restrictions (or unlimited CTP, if you have such a policy, any driver can drive a car).

The CTP policy must be in every car that is on the territory of Russia (even temporarily), a fine is imposed on the car owner for driving without a policy, license plates are removed from the car, and its operation is prohibited. 
When buying a new car, the CTP policy must be purchased no later than 5 days, as it is possible to put a new vehicle on registration records only if there is insurance. However, it makes sense to buy a policy as soon as possible: in spite of the fact that the law gives you 5 days to buy insurance, you can’t drive a car anyway, breaking this rule could result in a fine.

To date, the maximum amount of compensation laid down by CTP is as follows:

  • For causing damage to property to one victim – up to 120 thousand rubles, to several victims – up to 160 thousand rubles;
  • For injury to health – up to 160 thousand rubles;
  • Compensation for the loss of the breadwinner (in the event of the death of the victim) – up to 135 thousand rubles;
  • Reimbursement for the funeral of the deceased – up to 25 thousand rubles.

However, it is not always the victims in the accident receive the maximum possible compensation. After the accident, an independent examination is carried out, during which the damage received by the car is determined, and it can be only a few thousand rubles. 
“Avtograzhdanka” is closely connected with the technical inspection of the car – you can buy a CTP policy only if you have a diagnostic card for technical inspection. Therefore, you can not carry the card in the car (if it is not a car for the transport of passengers and dangerous goods), the presence of technical inspection is indicated by the presence of a CTP policy.

Voluntary CASCO insurance is the protection of a vehicle against a large number of risks, many of which are not related to the road and driving. All risks under CASCO can be divided into several types:

  • Accident;
  • Damage caused by the action of third parties;
  • Hijacking;
  • Fire;
  • Damage caused by a natural disaster;
  • A variety of accidents (falling icicles from rooftops, pieces of plaster from buildings, and others).

Thus, hull insurance as a supplement to OSAGO, this type of insurance makes sure that not only the victim, but also the person responsible for the accident will receive compensation for the damage. 
Unfortunately, CASCO insurance today is not very popular in Russia, so many organizations have resorted to “violent” methods of promoting this insurance. The most striking example is the requirement of banks to buy a CASCO policy for cars taken on credit.
AutoCASCO is an area that is practically not regulated by the state (unlike CTP), so each insurance company is free to set tariffs and insurance terms at its discretion. However, on average, the market price of policies is about the same, so when choosing an insurer, it makes sense to focus not so much on the price of the policy, but on the company’s reputation and the statistics of insurance claims (percentage of payments, amounts of compensation, etc.).

CTP, with all its advantages, has one drawback – relatively low compensation, limited to 120 thousand rubles for material damage, and 160 thousand for damage to health. It is likely that amendments will soon be made to the law on OSAGO, increasing the limit of compensation to 400 and 500 thousand rubles, but you can not wait, and now take the opportunity to receive high compensation – this right gives a policy of DSAGO, or voluntary liability insurance. 
DSAGO insurance extends the CTP liability, repeatedly increasing the amount of compensation in case of an insured event. That is why DSAGO is often called the extended OSAGO. To date, most insurers offer to buy an extended CTP (DSAGO), the amount of compensation for which can reach 3 million rubles.
The main feature of DSAGO is that this policy can only be purchased if there is a CTP insurance policy, and the end date of the CEDAH policy is strictly tied to the end date of the CTP policy. Thus, the voluntary “autocitizen” in no way replaces the obligatory, but is its useful and beneficial addition.

Duration of policies

CTP policies, CASCO and DSAGO policies have a limited duration, after which it is necessary to purchase a new policy. In the case of CTP and CASCO, the driver can choose different terms, and buy a policy for 3, 6 or 12 months. In most cases, it makes sense to buy a CTP for a year, but if in the near future a car is sold, you can get a CTP for 3 months – so you can insure yourself against losing money. Everything is different with the policy DSAGO – it is purchased before the date on which the insurance policy is valid. That is, if you buy an OSAGO for half a year and a DSAGO policy in one day, then the latter will be valid for six months. But if you first buy a policy of compulsory insurance, and after a while buy a policy of voluntary insurance, the latter will be valid until the end date of the CTP policy regardless of its term.
It should be noted that now the State Duma is considering amendments to the law on OSAGO, including an increase in auto insurance to 3 or 5 years. Both insurers and car owners expect this, but whether the law will be changed is not yet known.

Austroinsurance Policy Pricing Scheme

If two car owners want to buy a CTP, but one of them is an adult experienced driver from Siberia, and the second is a young driving school graduate from the capital, then the price of policies for each of them will be different. This fully applies to voluntary auto insurance. The reason for this is the pricing scheme, which is adopted in the law on CTP. In the general case for the CTP and CASCO policy cost is built from two components – the base rate and several coefficients. The basic tariff for compulsory motor TPL insurance in Russia today is low – only 1980 rubles for passenger cars owned by individuals.

Several factors are added to the base rate:

  • The territory of the primary operation of the car (from 0.7 to 2, in the cities is more expensive, in the outback – cheaper);
  • Car engine power (from 0.6 to 1.6, the more powerful the car, the more expensive the insurance);
  • The presence of an accident on the driver’s account (from 0.5 to 2.45, the fewer accidents – the cheaper the policy);
  • The age and experience of the driver (from 1 to 1.8, the less experience and the younger the driver, the more expensive);
  • The number of drivers allowed to drive (1 with limited OSAGO and 1.8 with OSAGO without restrictions);
  • The period of use of the car (from 0.5 when used for a period of 3 months, up to 1 when used from 10 months or more).

CASCO cost is calculated on the same principle, but here everything is on the responsibility of insurance companies – this type of insurance is voluntary, and each insurer offers its own conditions.

The cost of a DSAGO is calculated differently: it completely depends on the amount of compensation due under this policy. Now when you buy a policy for 300,000 rubles, its price does not exceed 800 rubles, and when you buy a policy for 3 million rubles (this is the maximum possible size) – no more than five thousand rubles.

How to insure a vehicle

To purchase any insurance policy, you need to collect a small set of documents, which is somewhat different when you buy CTP, CASCO and DSAGO.

Package of documents for purchase of CTP:

  • Vehicle passport;
  • Certificate of registration of the vehicle;
  • Passport of the vehicle owner;
  • Driver’s license.

When buying a CTP with a restriction of persons, it is also necessary to provide copies of driver’s licenses of those drivers, which will be indicated in the policy. When buying a CTP without limitation, the above list of documents is sufficient. 

When purchasing a CASCO policy, you need to add two sets of keys and information about the car to the above list of documents. 

When buying a policy for DSAGO, the number of documents includes an insurance policy for CTP – without it, it is impossible to buy a voluntary auto-citizen.

As it is easy to see, when insuring a car there is no need to collect a large amount of papers – you already have everything you need. Only in some cases will have to make copies of passports and driver’s licenses, but it takes a few minutes of your time.

Auto insurance for legal entities and individuals

Fundamentally auto insurance for individuals and legal entities is no different, but there are some moments. Although these “moments” are not so special, we are talking about price. 
The main difference between CTP for individuals and legal entities (however, this also applies to other types of auto insurance) is the cost of insurance. So, for individuals, the base fare for a passenger car is 1,980 rubles, and for legal entities – 2,375 rubles. Also in the law on compulsory motor TPL insurance there are several special instructions about the basic tariff for legal entities (for example, for trailers for cars and other categories of vehicles).
There is another difference, which is not spelled out in the law, but which one often comes across in practice. Legal entities are more likely to buy CTP without any restrictions, since more than five drivers almost always get behind the wheel of cars belonging to organizations. The CTP policy without restrictions is almost twice the price of a regular policy, so this also results in higher costs for legal entities for insurance. 
If we talk about hull insurance and DSAGO, then everything depends on the insurers, because they themselves set the rules, and many of them offer special conditions for legal entities.

Confirmation of the legality of policies

In Russia, registers are kept in which comprehensive information is collected on all insurance policies sold by all insurance companies. Registries are electronic databases that are accessible from anywhere in Russia where there is access to the Internet. The main function of registries is not just storing information, but providing an opportunity to confirm the legality of an insurance policy. 
Access to registries on MTPL policies is possible on the official website of the Russian Union of Motor Insurers at – here it is enough to enter the MTPL policy number, and all information about it will be displayed on the screen. Such a check should be carried out every time you buy a new policy, even in well-known insurance companies, so you can check it before buying a CTP insurance. 
It is also possible to verify the authenticity of the CASCO policy and DSAGO online, however, such a check is carried out on the official websites of insurance companies – all insurers maintain their own registries of policies and open them to their clients. You can check the policy by phone, you need to call the insurance company, whose specialist will tell you all about the purchased policy.

Procedure for accidents and the occurrence of the insured event

What to do in case of an accident or the occurrence of another insured event? First of all, you need to call your insurance company and report what happened – this is the first rule, and it must always be followed. Typically, the phone number of the representative of the insurance company is indicated in large numbers on the policy, or rather, it is indicated in the large seal at the top of the policy.

When an accident necessarily need to perform several actions:

  • Enable alarms;
  • Set an emergency stop sign no closer than 15 meters from the car of the accident participant who is nearest in the direction of travel.

Further actions depend on the nature of the accident and the damage. So, if there are only two injured people in an accident, there are no injuries, both drivers agree with the circumstances of the accident and have OSAGO policies, and the amount of damage does not exceed 25 thousand rubles, you need to do the following:

  • Fill in the form of a notice of an accident (two copies of the form must be attached to the policy);
  • In the future, send the form to the insurance company.

If the accident is serious, then you must do the following:

  • Call the traffic police inspectors;
  • If necessary, call an ambulance, firefighters or rescue workers;
  • Also, if necessary, provide first aid to victims;
  • Fill out the accident notification form.

Most drivers have little idea of ​​how to act in case of an accident, but in no case should you panic – you just need to call your insurance and the specialist will answer all the questions. 
In the presence of CASCO and DSAGO policies, the procedure is approximately the same, although it may differ in details. As in the case of CTP, in the event of a crash case on CASCO or DSAGO, you must call the insurance company and then follow the instructions of the specialist.
